You can do the display settings from Control Panel - Display or by right click on desktop and select Properties.
With the settings below others can not change these settings on the display.
Follow the steps below.
Click Start ---> Run, type 'regedit' to open Registry Editor and press Enter.
Key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
Right click and make these:
Value Name: NoDispCPL
Data Type: REG_DWORD
Data: (0 = disabled, 1 = enabled / prevent replacement)
