If you enable this setting, then other people can not change the settings in the Control Panel - Password. In other words, other people can not change the password (if your computer uses the Windows password).
Follow the steps below.
Click Start -> Run, type "regedit" and press Enter.
Key: HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ System
Value Name: NoSecCPL
Data Type: REG_DWORD
Data: (0 = disabled, 1 = enabled)
