When you see those options on the blank screen (or it might blue), choose the option that ask the PC to do not restart in Windows failure or run the Windows in Safe Mode. You can do that by pressing F8 repeatedly when Windows Booting.
If that's not working, try to insert (if you are using Windows XP or other version) Windows Repair Disk, then that disk will repair your Windows System automatically.
