Open 'My Computer', then go to 'C' drive partition or where Windows installed, through 'Windows' folder directory, then open folder 'System32', look and locate 'gpedit.msc' and run it.
While you are seeing Group Policy, look at the left side pane and in the User Configuration, expand Administrative Templates and select 'Start Menu and Taskbar', then in the right pane, you can enable it to be placed on the Start Menu.
Select "Disabled" in the properties dialogue and press apply then "OK".
Now you will see the 'Run' feature on your Start Menu.
